He studied Civil Engineer at the National Technical University of Athens.
He worked from 1977 until 1981 as freelancer in the private sector on the design and construction of various technical projects, while from 1981 until 1989 he worked in the General Secretariat for Public Works of the Ministry of Environment, Physical Planning and Public Works.
Since 1990, he joined the private sector in the positions of General Manager or Technical Director in several major construction companies with the object to construct complex technical works of all kinds (PATHE and EGNATIA motorways, railway projects, Olympic projects, tunnels, dams etc.).
Since 2007, he has been actively involved in the management of major concession projects (MOREAS, OLYMPIA ODOS, etc.).
He is Chairman of the Association of the Technical Companies of the Highest Classes (STEAT) for years and he was also member of the Board of Directors of the Athens Chamber of Commerce and Industry (E.B.E.A.).

Mr Apostolos Tzavellos is a Civil Engineer with an experience in Infrastructures, that counts more than 35 years. He has been a CEO and a Project Manager in major construction companies in Greece, the Balkans and the Middle East. His experience includes large scale construction projects such as motorways and railroads, buildings, and stadiums.
Mr Tzavellos holds an MSc. in Construction Engineering and Management from the University of Michigan and a BSc. in Civil Engineering from Newcastle Upon Tyne, while he is a member of the Technical Chamber of Greece (TEE-TCG).


Konstantinos Toumpouros was born in 1978. He studied Civil Engineering (BSc and MSc) with specialization in Hydraulics Engineering at the National Technical University of Athens and works as civil engineer since then. He has worked, among others, as Vice President and Board member of Ergonomia SA and as President and CEO of Ergometria SA. He is currently President and CEO of the construction and property management company Temco SA.

AKTOR FM undertook and successfully implemented the project of the reconstruction of four (4) Surgical and Intensive Care Units of the “HYGEIAS MELATHRON” hospital, a model healthcare facility of the Mutual Health Fund of National Bank of Greece Personnel (TYPET).
In this project, AKTOR FM had to overcome the challenge of executing all MEP and Civil Works while the hospital was in operation. Therefore, all works were realized with minimum operational disruption and at the same time in compliance with the most up-to-date specialized healthcare specifications.
Works, among others, included static reinforcements, infrastructure installations with suitable backup in electrical systems, medical gas distribution, heating, ventilation, air conditioning systems (HVAC), as well as BMS integration.

AKTOR FM successfully executed the energy upgrade project of street lighting, together with the lighting of a series of municipal buildings in the Municipality of Fyli, Attica.
Using LED technology, this energy upgrade project achieves significant energy savings and reduction of energy costs, while at the same time improving the quality of street lighting, lighting of public areas and municipal buildings.
Within the project’s framework, AKTOR FM installed 7,097 lighting fixtures and 3,069 LED lamps in streets and public spaces, as well as 20 headlamps in municipal buildings and public schools of the Municipality.

AKTOR FM undertook the energy upgrade project of National Bank of Greece’s Data Center in Gerakas, Attica.
The project aimed at reducing the operating expenses of the organization, while at the same time updating equipment and increasing technical availability.
Works carried out within the framework of the project included creation of hot/cold aisles, replacement of fans with variable-speed motors, analog control of the Data Center’s (close controls) absolute temperature control units, as well as the upgrade of the existing BMS system to a high- energy metering system for the continuous monitoring of the Data Centers’ PUE (Power Usage Efficiency) indicator.

AKTOR FM undertook and successfully completed the project of converting an OTE’s warehouse building into a state-of-the-art Data Center in the area of Renti, Attica.
With a total area of 1,500 m2, the facility can accommodate a total of 124 racks within the 500 m² of its Data Center.
Within the project’s framework, a series of Electromechanical (MEP) works were carried out in order to ensure complete backup of all active equipment (2NRedundancy / TIER III). The new infrastructure constructed included all needs of the facility in cooling and power (UPS, generator, power distribution, close control units, cool isle containment) and the project was delivered after being fully commissioned.

More specifically, the company provides Operation and Maintenance Services for all electromechanical equipment, civil works, as well as other support services, including the cleaning of P/V panels.
Since 2011, AKTOR FM has been able to successfully handle the facility’s complex security procedures and the high Key Performance Indicators set, effectively covering the needs of a critical infrastructure in which the smallest detail plays a major role.

Confirming its leading expertise in the delivery of innovative solutions to airport facilities, AKTOR FM is responsible for the maintenance of the Baggage Handling System (BHS) of the Athens International Airport (AIA) “Eleftherios Venizelos”.
More specifically, AKTOR FM provides Preventive, Reactive, Corrective and Predictive Maintenance Services to the BHS of AIA, while also undertaking projects for its upgrade.
The BHS of the AIA consists of two fully independent automated baggage halls that include:
- 2 tilt tray sorters (1 per hall) with 200 trays per sorting system, with a speed of 1.9 m/sec and a sorting capability of 4,675 baggage/hour per system
- 144 ticket-control points (Check in) with a capacity of 4,320 baggage/hour per hall
- Hold-Baggage-Inline-Screening-System with 4 screening lines per hall, capable of handling 4,620 baggage/hour
- 11 Reclaim Baggage Loops
- 2 Transfer Lines per hall with a capacity of 122 baggage/hour per line transfer
- 5 Early bag Conveyor Lines of 283 m total length per hall and a storage capacity of 331 bags per hall
- 2 Manual Encoding Stations (MES) per Hall with a capacity of 360 baggage/hour per MES
- 1 conveyor line per hall (intersorter) for interconnection of the 2 Baggage halls, with a capacity of 181 baggage/hour per hall Intersorter:
- 1 Out of Gauge line per hall for oversize – overweight baggage
- Level 3: 230 bags/hour per hall
Within the framework of offering “Turnkey Products” construction services, AKTOR FM also implemented the project of upgrading of the Programming Logic Controller (PLC) of the Oil Separator Pumps installation of AIA. Finally, the company undertook the project of painting the air ducts of the halls using special personnel for work at height.

Confirming its significant expertise in the field, AKTOR FM has been assigned with the Operation and Maintenance of 12 state-of-the-art Tunnels and 3 Underpasses, with a total length of 5,305m, in the city of Doha, Qatar.
All tunnels are equipped with Intelligent Transportation Systems (ITS) and advanced Mechanical & Electrical Systems (M&E), which incorporate the most-up-to-date technology on Tunnel Traffic and Monitoring, Lane Control Signs and License Plate Recognition, Tunnel Fire & Life Safety, Tunnel Ventilation & Lighting, combined with modern Environmental Monitoring, Drainage and Communication Systems.
Within the project’s framework, AKTOR FM is responsible for regular routine, planned preventative and corrective maintenance works, planned overhauling, breakdowns, operation and utilization of all Tunnel M&E control and monitoring systems, as well as on-site traffic and emergency management.
Under the relevant contracts, AKTOR FM is responsible for Operation and Maintenance of the following 12 Tunnels and 3 Underpasses:
• 1 Tunnel consisting of 3 sections of total length of 1,194m which connects the Mall of Qatar at the North West corner and the Al Rayyan Stadium at the west side just after the Mall of Qatar to the city road network that passes under the Dukhan Road and continues to the SE direction.
• 1 Tunnel of 347m length which links Al Corniche Street and Ras Abu Abboud Street at Al Sharq interchange
• 6 Tunnels and 1 Underpass with total length of 2,416m in Lusail Expressway which is a 5.5 km stretch expressway between West Bay, Doha and Lusail with three (3) interchanges consisting of flyovers, bridges, tunnels and underpasses. The Expressway Tunnels connect several public destinations such as the Pearl, Katara, and the Diplomatic Area as well as residential areas, hotels and other facilities.
• 1 Tunnel of 2 parts of total length of 630m in Al Wakrah Bypass, which is the southern segment of the major North-South high- speed corridor which connects to Al Shamal Road to the North and Al Wakrah-Mesaieed Road to the south, where it diverges towards the future Doha Port and the Mesaieed Industrial Area.
• 3 Tunnels and 2 Underpasses of total length of 718m in Al Muntazah Street, which is designed for the upgrading of the existing road towards Industrial area

AKTOR, as leader of the ACIFM Joint Venture (Aktor Como Intercity Facilities Management), has undertaken through a 20-year contract, the maintenance of the entire Doha Metro and Lusail Tram network in Qatar.
The provision of maintenance services to two of the most important infrastructures of Qatar, in what constitutes the largest Facility Management project ever undertaken by a Greek company, emphatically confirms the globally competitive expertise AKTOR has developed in the field.
The scope of the project includes the maintenance of the entire 100 km long Doha Metro network (Gold Line, Red Line, Green Line), with 37 ground and underground stations, as well as the entire Tram network of the city (Red Line, Green Line, Purple Line, Yellow Line), with 45 ground and underground stations and 3 depots, of combined GFA of 850.000 m².
For all of the above transport networks, the scope of works includes the provision of both Hard/Technical Services (MEP & HVAC Assets Maintenance, Stations Civil Inspection & Minor Repairs) and Soft Services (Cleaning, Pest Control, Indoors Landscaping, Waste Management and Deep Cleaning of the Car Trains) in a 24/7/365 service responsibility.

Since 2013, AKTOR FM is responsible for the provision of Facility Management services to a series of major facilities of Hamad International Airport in Doha, Qatar.
In particular, the company is responsible for the provision of comprehensive Maintenance Support for the Facility Management (Soft & Hard FM Services) of the Aircraft Maintenance Hangar Complex, Duty Free Warehouses, Consolidated Car Rental Facility and Airport Staff Access Control of the Hamad International Airport.
Hamad International Airport (HIA) is a state-of-the-art aviation project which occupies an area of 22 square kilometers in the Arabian Peninsula. Its Main Terminal is the largest building in Doha while the Aircraft Maintenance Hangar Complex, constructed by AKTOR, serves as the central maintenance hub for Qatar Airways’ international fleet, being one of the largest free span hangars in the world.
More specifically, with a total footprint of 168,000 m2, the main Aircraft Maintenance Hangar Complex constitutes an innovative construction on a global scale, standing at 500m long, 200m wide and 45m high.
It contains 24,000 tons of steel and consists of two fully air-conditioned, heavy and light aircraft maintenance areas, with fixed special equipment and two-story workshops, as well as a number of technical and administrative office areas. Special cutting-edge systems along with auxiliary and utility buildings, infrastructure, parking, roads and underground services facilitate the maintenance of the aircrafts. The facility is able to accommodate up to 14 aircrafts simultaneously, including the Airbus A380, Airbus 350 and Boeing 787.
The Hangar Complex is complemented by two smaller hangars, that occupy an area of 30,000 m2 and are able accommodate up to 7 aircrafts at the same time. To prevent overheating from prolonged exposure to the extreme exterior temperature, the facilities use a heating, ventilation, and air conditioning (HVAC) system, capable of maintaining a constant internal temperature of 26°C.
Within the service framework, AKTOR FM provides to the abovementioned Aircraft Maintenance Hangars preventive, corrective and predictive maintenance, cleaning, security and waste management services as well as condition-based monitoring and help desk function on a 24/7/365 basis. With regard to Duty Free warehouses, Consolidated Car Rental Facility and Airport Staff Access Control, AKTOR FM provides the abovementioned services combined with waste management services and landscaping.
